“更好,更便宜,更快落实”的槟城交通大蓝图方案

尊敬的首席部长 林冠英先生 我们支持一个不破坏环境及经济上可负担的槟城交通大蓝图的理念。 我们反对槟城政府及SRS在还没有完善公共交通系统之前,先兴建大量的道路为主导的建议。我们呼吁政府采纳结合新型电车(可以在平地上行驶,必要时可以在高速公路上高架,也可以在桥上行驶)及快捷巴士(BRT) 的一个“更好,更便宜,更快落实”而不破坏环境、生态、城市景观及古迹,无障碍空间的槟城交通大蓝图方案。 前提 槟州交通大蓝图所引用的是SRS 和Zenith BUCG的建议书,而这建议书将彻底的改变槟城的城市面貌及深远的影响到槟城人的生活。 槟州政府这“翻天覆地”的计划综合了7种不同性质的交通方式,从高架公路,轻快铁( LRT ) ,单轨火车( monorail ), 电车 ( tram ), 快捷巴士( BRT)或接驳巴士, 缆车( cable car )到水上交通工具,这耗资马币460亿的计划则需要以超过 4000英畝的南部填海来支付部分的费用,而我们无法信服这些建议可以彻底的解决槟州的交通问题。 为什么需要有替代方案? 这些现有的建议有很多的缺陷及忽略了解决交通问题的完整性规划所需的措施。 这些建议缺乏前瞻性及被困在旧模式中。这个以汽车为主导及建设更多道路的建议将会鼓励更多私家车的使用而使到群众舍弃公共交通而不用,乖离了交通大蓝图的本意。 同时,该建议书的人口及載客量的预测是缺乏根据,在载客量不足的情况下,政府需要承担高额的财政负担,这会让槟城陷入严重的经济危机。 该建议书是引用几个无法衔接的交通系统,并且若与之前州政府聘请的合乐Halcrow顾问公司建议的新型电车和 快捷巴士BRT比较,还需要耗2-3倍的建造费而常年的运作及保养费也是新型电车的2-3倍。 这整个计划缺乏透明性且还和计划执行伙伴Project Delivery Partner 的架构有利益上的冲突。 “更好,更便宜,更快落实”的槟城交通大蓝图方案 这个替代方案以槟州的有限资源为考量,涵盖了一个全方位“循次而進”式的方案来解决槟城的运客量及交通问题。我们是以“移动人流而非移动车流”的原理,以营造完善的公共交通系统为主导,而非以兴建大量的道路来取代,并依据合乐( Halcrow)建议书中引用新型电车和巴士捷运(BRT)的公共交通系统。 这个替代方案是: “更好”:因为它是具人性化,方便不同年龄层及残障人士使用(提供无障碍空间,无需爬楼梯或乘坐电梯),占地空间较小并且更环保;同时行驶时低噪音及低震动,不会影响学校上课或住宅区居民的歇息;最重要的是有弹性,将来更容易延伸路线。 “更便宜”:这系统的营造费是轻轨车的一半,将来延伸路线时也更经济,而且常年的运作及保养费也比轻轨车(LRT)节省2-3倍。  “更快落实”:新型电车系统的兴建时间是轻轨车(LRT)的一半,并且可以在槟岛和威省同时兴建。较短的兴建时间意味着对日常交通的影响将会缩短一半,无需等到2030年才能使用SRS建议的交通系统,而且饱受10余年兴建期间交通干扰的痛苦。 因此,呼吁大家立刻一起为“更好,更便宜,更快落实”的槟州交通大蓝图投下一票!
